由蘇格蘭工黨議員Monica Lennon於2017年提出法案，而且得到其他人支持，另一議員Alison Johnstone亦表示女性每月因天生的生理機能，而需要額外承擔財務支出，這樣的「懲罰」是絕不公平！而且生理用品是每個女性亦需要的必需品，藉此議題亦向傳遞出性別平權的訊息。

加上在2018年的調查之中，蘇格蘭、英格蘭和威爾斯共有約1/4 女性是月經貧窮（Period Poverty），難以負擔額外的生理用品。所以蘇格蘭在這個方面一直走得最前，在18年開始向學生和低收入家庭提供免費的生理用品。然而直到早幾天，終於再正式通過法案Period Products (Free Provision) Scotland Bill，這項權利已擴大至全國女性，於社區中心、藥房等地方會免費提供。

法案通過之後，不少支持者表示是性別平權的一大進步，而且免費生理用品是女性的權利，成功「捍衛月經尊嚴」。對於女性來說，絕對是喜訊，不知道其他國家會否跟隨蘇格蘭的步伐？
